IGP's visit to Germany: Unintentional mistake in govt order created confusion: PHQ
An unintentional mistake in the government order issued by the home ministry has created confusion over the visit of the inspector general of police to Germany, said Md Kamruzzaman, assistant inspector general of Media and Public Relations of Police Headquarters.
"Purchasing different types of equipment for Bangladesh Police, which is engaged in serving the country and its people, is a normal process. Such purchases are made following the government procurement policy that means Public Procurement Rules (PPR). In these cases, there is an obligation to inspect the manufacturing companies and the raw material manufacturers involved in the production," he said in a text message sent to the media today.
The government order (GO) issued for the visit had an unintentional mistake," said Kamruzzaman.
"Apparently the GO indicates that IGP is going to Germany to buy one lakh bed sheets and pillow covers. But that is not the fact. None of the sheets and pillow covers is being imported from abroad. This kind of confusion has been created due to the lexical structure of GO," read the message.
According to the police headquarters, the IGP will not visit Germany unless the government order is amended correctly. The headquarters will send a letter in this regard to the home ministry tomorrow.
The home ministry order issued on Monday sanctioned IGP a three-member delegation's nine-day visit to the European country anytime between February 2 and 28.
The IGP and two other officials are set to visit Germany to "participate in the Factory Acceptance Test (FAT)" relating to the shipment of 1 lakh pieces of bedsheets with pillow covers (double), according to the official order.
The two other officials are -- Md Firoz Uddin Khalifa, deputy secretary at the home ministry's Public Security Division, and Mohammad Masud Alam, the IGP's staff officer.
The FAT will be held sometime between February 2 and 28 or from the nearest possible date, reads the ministry order adding that the organisers will bear all travel costs of the officials and no government fund will be spent.
On Thursday, Kamruzzaman said a local manufacturer will produce the items and supply those to the police for use of its force members.
As per the tender specification, the company has to use quality dye from a European country and a team will travel there to assess the quality of that dye, he added.
"Since it involves a huge amount of money, IGP Benazir Ahmed sir himself will visit Germany to assess the quality," Kamruzzaman said.
Officials at the PHQ said Noman Group won the tender, floated on October 7 last year, for procurement of the bedsheets and pillow covers worth Tk 17.5 crore.
