They’re too busy to get promoted
The High Court yesterday blasted the home and law ministries for not responding to its rule issued for introducing biometric data management system in prisons in order to properly identify the prisoners.
"Why have we issued the rule and what is the benefit of its issuance if the ministries don't reply? They could have sought time from this court through submitting affidavit to respond to the rule. But, the officials concerned of the ministries did not feel any necessity to do so. They are too busy to get promoted," the HC bench of Justice Jahangir Hossain Selim and Justice Md Atoar Rahman said.
The bench made the comment during hearing an appeal and petition filed in connection with a murder case of Chattogram in which an innocent Minu Akhter has served jail sentence instead of convicted Kulsuma Akhter.
During their hearing, the HC bench on June 28 asked the respondents to explain in two weeks why they should
not be directed to introduce biometric date management including finger print, palm print and eyries in addition to existing identification system in all prisons across the country.
Law secretary, home secretary and inspector general of prisons have been made respondents to the rule.
Yesterday, Deputy Attorney General Sarwar Hossain Bappi told the HC bench that Attorney General AM Amin Uddin talked to the secretaries concerned of law and home.
The secretaries have informed that they are working for introducing biometric data management in prisons and they need time till December 30 to for this purpose, he said.
The court then expressed dissatisfaction and disappointment saying that the ministries needed to seek time from the court through submitting affidavit.
The HC bench, however, gave one week's time for submitting the affidavit and fixed November 21 for further hearing on the matter, after petitioners' lawyer Mohammad Shishir Manir requested the bench to give time to the respondents.
