President asks DCs

President Zillur Rahman yesterday urged all divisional and deputy commissioners to sincerely discharge the duties entrusted to them by staying above all kinds of intimidation and temptation to ensure quick implementation of government policies in the country.
“We have to remember that we're all the offspring of this country. Today we hold various positions for serving the common people,” he said while addressing the DC conference 2009 at Bangabhaban.
Describing their (DCs) responsibility vested to them by the state as 'amanat' (trusteeship) the president said all-out efforts should further continue to ensure the welfare of the countrymen.
Zillur Rahman noted that country's socioeconomic development mostly depends on the capability and competence of its civil service and so the public administration would have to prove their competence through performing duties and showing experience.
He told the function that the field-level offices (DC offices) would become apposite with DC's dynamic leadership and busy activities and it would make the country's image bright to the people. “I believe that you will be able to discharge your duties with more skill, knowledge, experience acquired through the conference.”
Zillur Rahman described the district administration as centre point of field administration and said besides the regular duties, they (DCs) need to lead various activities for holistic development of the country. “They need to face natural calamities, administering the national elections and help improving the law and order situation at the district level.”
Terming their jobs as very important as well as challenging, he mentioned that they work as the bridge-relationship between the government and the people. So they should be very competent, intelligent and proficient in solving the problems, he said.
“You have to work by taking people of all professions and classes with you staying above all personal liking and disliking,” the president advised the district administrators.
Saying that there is no alternative to competence in facing the challenges of the 21st century, he said standard professionalism would have to be attained in every sector, including the public administration, to sustain in the competitive era.
The veteran politician said for implementation of the policymaking process and programme of the government, public administration is directly involved and so it must be equipped with proper IT knowledge alongside being aware of national and international issues.
He mentioned that the present government is working for ensuring holistic development of the country and fulfilling the people's basic needs - food, shelter, clothing, education and healthcare.
The president mentioned that Prime Minister Sheikh Hasina has declared vision-2021 with a view to building a prosperous Bangladesh based on information and technology. “Your role is very important in implementing the programme,” he said.
LGRD Minister Syed Ashraful Islam, all the six divisional commissioners and 64 deputy commissioners and officials concerned were present at the function.
