First admin reshuffle by new govt
In its first reshuffle in the administration, the Awami League-led grand alliance government yesterday appointed Bangladesh Inland Water Transport Corporation (BIWTA) Chairman ASM Ali Kabir as acting establishment secretary.
Establishment secretary M Moslehuddin retired on Dec 31 last.
The new government, which assumed office on January 6, also appointed retired joint secretary Dina Haq as director general at the Prime Minister's Office (PMO). Her appointment is for two years.
Earlier, Director General (DG) of the Directorate of Primary Education Nazrul Islam Khan was made Private Secretary-1 to the prime minister.
DG of Informal Education Bureau Shyamol Kanti Ghose replaced Nazrul Islam Khan.
Retired deputy secretary Selina Khatun was appointed yesterday as personal secretary-2 to the PM.
The government also made nine officials of the rank of joint secretary officers on special duty (OSDs) and placed them in the establishment ministry, sources in the ministry told The Daily Star yesterday.
“They have been made OSDs not as punishment but for training at the National Defence College,” said an official.
A 1979 recruit in Bangladesh Civil Service, Ali Kabir was sent into forced retirement by the previous BNP-led coalition government while he was joint secretary. Before that, he was made OSD, and remained so for a few years.
Kabir had filed a writ petition with the High Court challenging his forced retirement. He was later reinstated by the caretaker government, and promoted to the post of additional secretary.
Meanwhile, Helauddin Mohammad Bhuiyan, deputy director of Bangladesh Government Press, has been made secretary of Mongla Port Authority.
Establishment ministry sources said more changes and appointments in the administration are in the offing.
