Banning hartal

While talking with me, a Turkish friend at DU very recently expressed his concern about the possible misery of hartal, which was a terrible experience for him when he came across this as a first year student at this university. I believe, the people, during the reign of emergency, also have forgotten this phenomenon.
Recently, business leaders urged the government to ban hartal. I could agree with this, if they sought a public assertion from the major political parties rather than enacting a law banning hartal.
We know that there are so many laws in our country which are very often enforced. So, what's the outcome of such laws?
