Public-private partnership vital for skilled manpower
Commerce and Education Adviser Hossain Zillur Rahman yesterday said realistic plan, intervention and coordination are necessary for creating skilled manpower.
He was addressing a national conference on 'Present and future demand for industry skills' at the Brac Centre Inn in the city under the Technical and Vocational Education and Training (TVET) Reform project.
International Labour Organisation (ILO) Dhaka Office organised the conference to raise an awareness of the linkage between growth, employment, productivity and skills as well as to share the findings of the Industry Skills Survey conducted by BIDS in association with ILO and technical education directorate.
“If we consider skill as a ladder, it needs different types of skilled persons at different stages,” he said, adding that public-private partnership is important for creating skilled manpower.
The government has taken a project to develop the technical education field and decided to upgrade Bangladesh Textile College into Textile University so that high-level experts could come out from here, he added.
ILO Country Director Panudda Boonpala said there is a growing demand for skilled workers in all major economic sectors, while there is a rising unemployment rate due to lack of appropriate skills and training.
Workers are now required to continuously update their skills or acquire new ones to remain employable. Those who have no, or limited, education and skills suffer most as it severely limits their prospects of obtaining decent employment, she added.
The ILO executive further said that in these contexts, skills development plays a crucial role in improving enterprises' productivity and competitiveness and enhancing an individual's employability.
Dr Rizwanul Islam from ILO Geneva presented a keynote paper on 'Growth, employment, productivity and skills'.
