'Enforce house rent control act'

Speakers at a mass signature collection campaign yesterday demanded enforcement of the Premises Rent Control Act, 1991 to prevent arbitrary rent hikes by landlords.
They also urged the government to keep provisions in the upcoming national budget to tax the landlords' income from rents and end the practice of evicting tenants without prior notice.
An association of tenants, Jatiya Bharatia Parishad, organised the campaign before the capital's Jatiya Press Club to generate support for their demands.
Some 90 percent of the capital's tenants have no idea on house rent laws, landing them in trouble and forcing them to bear losses, said the speakers.
“The act has some provisions to protect the rights of tenants and there is a house rent chart for the capital. But all these remain only on paper due to a lack of execution,” said the parishad President Baharane Sultan Bahar.
The act says that a standard rent hike will be fixed through negotiations between owners and tenants or, in case of disputes, by a government appointed rent controller, he said.
The parishad General Secretary Jannat Fatema urged the government to implement Dhaka City Corporation's area-wise house rent chart.
