Bid evaluation report submission today
Tender evaluation committee on Dhaka Elevated Expressway (DEE) submits its appraisal report on the winning bidder's financial bid to the communications minister today for approval.
The committee will hold further negotiations with the bidder after ministerial approval, said Prof Jamilur Reza Chowdhury, head of the Tender Evaluation Committee (TEC).
It will take some time to analyse in detail both the technical and financial offers of the winning bidder and determine the negotiation strategies for further gains of the government, he said.
Some areas of the negotiations include the annual concession fee and reducing construction cost of “Box'' and “I” type girder of the elevated way, said Chowdhury, ex-professor of Buet and former vice-chancellor of Brac University.
“Technical teams of Buet and Infrastructure Investment Facilitation Centre are preparing a cost analysis of the project and we will ask for item-wise analysis of the project cost proposed by the bidder for negotiation.”
Mosharraf Hossain Bhuiyan, secretary to Bangladesh Bridge Authority (BBA), implementing agency of the 26-kilometre DEE project, said they sat yesterday with TEC and expert teams from IIFC and Buet to ascertain areas of further negotiations.
They sit with the bidder, Ital-Thai Development Company, tomorrow to inform points of agreement and disagreement on the technical and financial offers.
