Selection of Pvt Investor for Expressway

'Highest transparency being maintained'

The government is maintaining the highest level of transparency in selecting the private investor for the Dhaka Elevated Expressway (DEE) project.
Some newspapers published untrue and confusing reports on selection of the private investor for the project on December 14, which are far away from the reality.
The communications minister yesterday sent a letter to Transparency International Bangladesh to inform the matter, said an official release.
The pre-qualification evaluation and selection of investor for the project are being conducted under a neutral expert committee, it said.
The review report of the expert committee was raised and discussed at the December 13 meeting of the cabinet committee on public procurement with the Prime Minister Sheikh Hasina in the chair. The meeting decided to take further steps in this regard, reports BSS.
Accordingly, the financial proposal of the responsive firm is now under process.
It seems that the untrue information regarding a project of highest priority hampers its implementation and discourages the investors, the release added.
Meanwhile, Sikder Real Eastate-KCC JV, which was dropped from the tender of the DEE project as technically non-responsive bidder, has rejected the communication ministry's evaluation report.
The company also urged the government to reconstitute the tender evaluation committee (TEC) under the direct supervision of the vice chancellor of Bangladesh University of Engineering and Technology, reports UNB.
Addressing a press conference at a city hotel yesterday, the owners of Sikder-KCC JV brought allegation against the communications minister for his involvement in the Italian-Thai Development Company Ltd (ITDCL), which became the lone responsive bidder in the TEC's evaluation.
They also raised allegation of manipulating the technical evaluation of the project.
