The High Court (HC) yesterday directed the government to establish a National Building Code Enforcement Authority within a year to ensure the health and safety of construction workers.
The enforcement authority has to be established under the provisions of Bangladesh National Building Code.
An HC bench of Justice Syed Mahmud Hossain and Justice Gobinda Chandra Tagore passed the verdict after hearing a writ petition filed by some human rights organisations including Safety and Rights and Bangladesh Legal Aid and Services Trust following Rangs Bhaban Collapse in Dhaka in 2008.
The court ordered the authorities concerned of the government to assign within three months the Rajuk, Chittagong Development Authority, Khulna Development Authority and Rajshahi Development Authority, Barisal City Corporation and Sylhet City Corporation to work as the code enforcement agency until the National Building Code Enforcement Authority is established.
It also directed the authorities concerned to submit reports on the progress in this regard in every three months to this court.
Secretaries to the ministries of housing and public works, labour and employment, and environment and forest, and authorised officials of Rajuk and REHAB have been made respondents to the directives.
Barrister Tanim Hussain Shawon appeared for the petitioners.
