Shutting down tanneries only option to avert pollution?

BSCIC Tannery Industrial Estate in Hemayetpur, Savar was established to stop the severe pollution caused by Hazaribag's Tanneries. However, just like Buriganga river was being blighted by tanneries of Hazaribag, Dhaleshari river is also being pushed towards the same condition by similarly hazardous pollution of BSCIC Tannery Industrial Estate.

Why was the Common Effluent Treatment Plant (CETP) not made functional for the past 9 years in BSCIC? And if the tannery industries  shut off, as the Parliamentary Standing Committee suggested, how would it affect the economy?
