HC summons 2 cops to explain failure to arrest rapists
The High Court yesterday summoned the deputy commissioner of Dhaka Metropolitan Police of Mirpur division and officer-in-charge of Mirpur Police Station to appear before it on July 15 to explain why they failed to detain those who raped a garment worker in the capital.
The female worker, aged about 19, was gang-raped in a microbus in the capital's Mirpur area on July 1.
She was forcibly picked up in the vehicle in the city's Darus Salam by three people, including her neighbour Farid, 35, who used to stalk her, the victim's aunt told The Daily Star.
Yesterday, the HC also asked the coordinator of the One-stop Crisis Centre (OCC) at Dhaka Medical College Hospital (DMCH) to appear before it the same day (July 15) to inform it about the medical report of the rape victim.
In response to a writ petition, the HC issued a rule upon the government to explain in two weeks why its inaction to detain the culprits and the microbus, in which the incident of rape took place, should not be declared illegal.
In the rule, the court also asked the government to explain why it should not be directed to frame guidelines to prevent rape, stalking and eve-teasing of garment workers; to ensure their safety and security; and to use technological devices to arrest the criminals, petitioner's lawyer Barrister Abdul Halim told The Daily Star.
The HC bench of Justice Farah Mahbub and Justice Kazi Md Ejarul Haque Akondo came up with the order and rule after hearing the petition filed by Children's Charity of Bangladesh Foundation, a rights organisation.
The organisation submitted the petition on July 5 on the basis of a report published in The Daily Star on July 3 headlined "Another girl raped in city", and another report published in Bangla daily the Prothom Alo over the same incident.
