The then police personnel of Satkhira Sadar Police Station have showed serious incompetence and negligence in discharging their duties by not recording any case or a general diary (GD) in connection with the incident of missing of Mokhlesur Rahman Jony of Satkhira, the Police Bureau of Investigation (PBI) said in a probe report.

The mystery of the incident of Mokhlesur’s going missing could not be unearthed as the police personnel including the then officer-in-charge of Satkhira Sadar Police Station Md Emdadul Haque Sheikh and its sub-inspector Himel and Emdaddul’s successor OC Firoz Hossain Mollah have not carry out the duties vested on them, PBI said in the report.

The report further added that the image of police has seriously been damaged due to their inefficiency and negligence.

The PBI in the report recommended department action against the police personnel for their negligence and incompetence.

The PBI probe report was submitted to the High Court through the attorney general’s office on Sunday in line with its earlier order.

The HC bench of Justice Quazi Reza-Ul Hoque and Justice Mohammad Ullah, which had earlier ordered the PBI to conduct an inquiry into the incident of missing, may hold a hearing on this issue tomorrow, Deputy Attorney General Tapas Kumar Biswas told The Daily Star today.

Mokhlesur Rahman Jony, a homeopathy doctor of Newmarket area of Satkhira, went missing on August 4, 2016.

In March last year, Mokhlesur’s wife Jasmin Nahar filed a writ petition with the HC,claiming that her husband went missing from the police custody, as he was detained by the local police on August 4, 2016.

She prayed to the HC to pass necessary order on the government to find her husband and produce him to the court.

DAG Tapas Kumar Biswas, who has gone through the PBI report, told The Daily Star that he said the PBI has found negligence of the police of Satkhira Police Station over providing assistance with Mokhlesur’s wife Jasmin Nahar after the incident of his missing and recording the GD in connection with the incident.

The PBI said in the report that the police cannot avoid their responsibility in providing assistance to the victim’s family after such incident of missing, he said, adding that PBI has not found any proof that the police or law enforcers have arrested or detained Mokhlesur Rahman Jony.

Following the writ petition filed by Jasmin Nahar, the HC on July 16 last year ordered the police bureau of investigation to conduct an inquiry into the incident of missing of Mokhlesur Rahman Jony and to submit a report to it.

Jasmin’s lawyer Advocate Matiur Rahman on that day told this correspondent the chief judicial magistrate of Satkhira had submitted a probe report to the HC in which it was indicated that Mokhlesur was in the police custody.

The superintendent of police of Satkhira and its Sadar Police Station’s officer in charge have submitted a report to the HC saying that police did not detain Mukhlesur, the lawyer added.
