Local e-commerce companies will get payment once orders are delivered: commerce ministry
The commerce ministry today agreed in principles that the local e-commerce companies will not get the payment until and unless the goods are delivered to the buyers.
The government will monitor the payment gateways to curb the anomalies practised by the e-commerce companies.
In the proposed mechanism, until and unless the buyers get the delivery of goods from the e-commerce companies, the banks or mobile financial service (MFS) providers will not clear the payment to the e-commerce companies, said Hafizur Rahman, director general of the WTO Cell under the commerce ministry.
For instance, if a customer purchases a product from an e-commerce company and paid the money to the bank or MFS company through check or in any other means, the bank and MFS provider will not clear the payment instantly to the e-commerce company.
Bank or MFS will clear the payment when the buyer will inform that they got the product in hand, Rahman told The Daily Star by phone after a meeting on e-commerce and different issues at the commerce ministry today.
Representatives from Bangladesh Bank, Bangladesh Telecommunication Regulatory Commission, National Board of Revenue, Ministry of Home Affairs, e-Commerce Association of Bangladesh, MFS, different banks attended the meeting with Commerce Secretary Tapan Kanti Ghosh in the chair.
In case of cash on delivery, the new rule will not be applied, Rahman said.
"If the payment gateways can be controlled effectively, none of the e-commerce company can cheat or make usual delay in delivery of goods as the e-commerce companies will also need to wait for the payment," said Rahman.
"We will send a letter to the BB in this connection Sunday to prepare guidelines and to instruct other commercial banks and MFS companies."
