Why 10 locomotives worth Tk 300 crore were left unused for a year?

Bangladesh Railway has now decided to make 10 locomotives bought from South Korea's Hyundai Motor Company operational, after leaving them unused for one year because, according to BR, the company did not comply with their deal.

What part of the deal was not followed by Hyundai? Have the problems been solved, now that the locomotives are operational?
