‘Home of Drug Smuggler’: Can BGB do moral policing?

Border Guard of Bangladesh (BGB) has put up signboards stating "Home of Drug Smuggler" in front of a number of houses in Ramnagar Village in Habiganj. But the question arises if the BGB has the authority to publicly demean civilians.
