Bureaucrats are being posted overseas instead of skilled officers

The government has established passport and visa wings, and a total of 73 posts at 19 Bangladesh overseas missions to provide better services to expatriates and visitors. However, over the eight years of their operation, not a single official from the Department of Immigration and Passports (DIP) has been posted in the top position. 

Why are bureaucrats being posted instead of skilled officials of DIP? How are expatriates and visitors being affected by this unusual posting strategy?
