Why prepaid gas meters remain unpopular even with significantly low bills?

It has been almost a decade since the government initiated prepaid gas meters. Those who have installed the prepaid meters have claimed that their minimal bills have been almost halved compared to traditional gas lines.

Despite the perks, only 4 lakh out of 43 lakh residential consumers have so far adopted prepaid gas meters.

Why are prepaid gas meters being installed at this pace? What are the perks and concerns of this system?
