Quota in the BCS

A 56 percent quota in themost prestigious sector of the country is not only irrational but also unjust. How can the civil service serve the nation efficiently when many meritorious students are deprived of the opportunity to qualify for the BCS? We welcome the government's recommendation that 67 percent of the total cadres should be merit-based. We hope that the quota will gradually be brought down to a maximum of 5 percent.
