California water crisis

This refers to the report, "Strict water limits for California" (TDS, April 3). We have heard of water crisis in a third world nation but it is a surprise that a state like California is facing water crisis and that too in a first world nation like the USA.

Can't California draw water from reservoirs of other states in the USA? It has imposed restrictions for use of water for gardening but what about cleaning of cars? It should go for recycling of water for non-drinking purposes. Back-up plans should also be made to face such crises. The USA is prone to natural calamities like storms at regular intervals and this drought we're seeing now. Urgent steps need to be taken to alleviate the sufferings of citizens living there.
