HC stays govt circular

The High Court on Sunday stayed the effectiveness of a government circular for fresh recruitment of assistant teachers to primary schools.

In response to a writ petition, the court also issued a rule upon the government to explain why the circular for recruiting new teachers without completing recruitments of previous candidates from the waiting list should not be declared illegal.

A total of 52 candidates, who were in the waiting list published after a recruitment test held in 2011, yesterday filed the writ petition.

The court also asked the government to explain why it should not be directed to appoint the writ petitioners, advocate Sk Md Morshed told The Daily Star. 

Based on the result published in 2012, the government recruited 12,701 candidates and kept 15, 019 others in the waiting list and issued a circular in March 2013 saying that the candidates of that list will be recruited in phases, Morshed said citing from the petition.

But the primary education department issued the recent circular on September 14 asking for applications from fresh candidates, he added.
