Javed Patwary new IGP
The government yesterday appointed Additional Inspector General Mohammad Javed Patwary as the new inspector general of police.
In this regard, the home ministry issued a gazette notification that stated the order would come into effect from January 31.
Javed, now serving as the chief of Special Branch, was upgraded to the rank of secretary in 2013. He will replace AKM Shahidul Hoque, who will go into retirement on that day.
Mir Shahidul Islam, additional inspector general (human resource management) of Police Headquarters, will take charge as the SB chief.
Known for his clean image in the police force, Javed joined police service after he topped the merit list of the police cadre in the sixth BCS, 1984.
He played a vital role in collecting documents based on which “Karagarer Rojnamcha” (Diary in Jail) was written on the prison life of Bangabandhu Sheikh Mujibur Rahman.
According to police sources, a number of senior police officials lobbied for months to get the job of the IGP.
The names of Additional IGP (admin) Mukhlesur Rahman, Rab Director General Benazir Ahmed and Dhaka Metropolitan Police Commissioner Asaduzzaman Mia were discussed along with Javed as the next IGP.
Hailing from Mandari village in Chandpur Sadar upazila, he did his honours and master's in social welfare at Dhaka University. He also obtained a PhD in public administration at Jahangirnagar University. His research topic was “Combating Terrorism in Bangladesh: Challenges and Prospects”.
Father of two sons and a daughter, Javed was born into a respectable Muslim family on April 15, 1961. He completed his secondary and higher secondary education in Chandpur.
He is supposed to go on post-retirement leave on April 14, 2020.
Javed carried out duties as additional IG of SB, Criminal Investigation Department and Police Headquarters. He also served as the commissioner of Rajshahi and Khulna metropolitan police.
Besides, he was deputy inspector general in CID, special police superintendent in Dhaka city SB, additional deputy commissioner of Dhaka Metropolitan Police, staff officer to IGP, additional superintendent of Sylhet, ASP of Netrakona and police liaison officer to president.
He was also in the UN peacekeeping missions in Sudan, Kosovo, Sierra Leone and Croatia.
During his service life, Javed was awarded Bangladesh Police Medal, the highest national police award, in 2010 and 2011.
He was also awarded IGP's Exemplary Good Service Badge twice.
The new IGP also received professional training and obtained certificates from University of Leicester, University of Virginia, and Harvard University.
He teaches at Police Academy in Rajshahi, Police Staff College in Dhaka, Detective Training School in Dhaka, Ministry of Public Administration and Bangladesh Secretariat as a resource person.
Besides, he is a guest teacher of Victimology and Restorative Justice of Dhaka University's Social Welfare and Research Institute and Department of Criminology and Police Science at Mawlana Bhashani Science and Technology University.
