Deal signed with KL to build flyover, 12,000 apartments

Bangladesh signed a memorandum of understanding (MoU) with Malaysia today to build a 13-km flyover, 12,000 apartments in Uttara.

The deal also includes construction of high-rises in Kamrangirchar, but the number of apartments in Kamrangirchar is yet to be fixed, said sources at the Rajdhani Unnayan Kartripakkha (Rajuk).

The flyover will be constructed from Shantinagar to Jhilmil Project in Keraniganj while the 12,000 apartments will be constructed at Uttara 3rd phase, the sources added.

Housing and Public Works Minister Engr Mosharraf Hossain and Dato Seri Utama S Samy Vellu, special envoy of the Malaysia government, inked the deal on behalf of their respective sides at the conference room of the housing ministry.

"The flyover might be constructed on the basis of BOT or government to government and final agreement in this regard will be done later," said the housing minister.

A primary design of the flyover has already been prepared and the Malaysian government is examining it and if they come forward with final proposal then a final agreement will be signed with them, he added.

Mosharraf said they have a plan to construct 1 lakh apartments in the Dhaka city and as part of the plan they signed the MoU with Malaysia to construct 12,000 apartments in Uttara 3rd phase.

Malaysia government will submit their final proposal shortly and after then the final agreement will be done in this regard, he said.

"We will go for further agreement for rest of the apartments as per their performance in the 3rd phase," he said.

Mosharraf said Malaysia will use modern technology to build the high-rises which will cover everything including keeping the building risk-free from earthquake.

An official of Rajuk said a total of 18,000 apartments will be constructed at the Uttara 3rd phase. Of which 6,000 apartments of "A" category (1250 sft) will be constructed by the government.

Malaysia may construct 12,000 apartments, 6000 "A" type (1250 sft) and 6000 "B" type (1000 sft), he said.

Special envoy of Malaysia said they have submitted new plan about the apartment and they will take 30 months to complete the work.

About the Kamragirchar development project the minister said the residents of Kamrangirchar area is living in a very bad condition and they have a plan to construct high-rise buildings to accommodate them into the buildings, said Mosharraf.
