The seven police officers were extremely negligent in carrying out their respective responsibilities and duties in examining the name, address and identity of the accused and his parents and that is why, innocent Arman was arrested and had to suffer in jail for a long period of time, the PBI said in an enquiry report which was submitted to the High Court today.
