Police will file charges over the killing of 13-year-old Samiul Alam Rajon by Monday, Law Minister Anisul Huq said today.

“The home minister has assured me that the charge sheet of the Rajon murder case will be filed in three or four days,” he told reporters at the Judicial Administration Training Institute in Dhaka.

“The case will be sent to a speedy trial tribunal for its quick disposal,” he said after attending a function on inaugural of a two-month training course for newly appointed assistant judges.

Rajon died of brain haemorrhage after he was beaten and tortured by a group of brutes who were “punishing” him in Kumargaon Bus Stand area of Sylhet on July 8. His “crime”, they claimed, was stealing. Around 64 injury marks were found in his body.

Until today noon, a total of 12 people including four who have been accused in the murder case have been held. All of those men were captured by locals of Sylhet.

The law minister said the government would ensure exemplary punishment for the people who were involved in the killing of Rajon so that nobody dares to commit such offence in the future.

FOR CRIMINAL OFFENCE, NO PERMISSION TO ARREST CIVIL SERVANT

Replying to a question, Anisul Huq said no special privilege would be given to the government service holders by formulating a law.

“The government is going to formulate a law incorporating a provision that its approval will be needed for arresting a government service holder before a charge sheet is submitted,” he said.

It is because then the government could take departmental action against a service holder if he or she commits any departmental offence, he added.

The law minister also said, government approval would not be needed for the arrest of its servant if he or she commits any criminal offence.

The cabinet at its weekly meeting on July 13 approved the draft of the law, styled “Public Service Act, 2015”. Prime Minister Sheikh Hasina chaired the meeting, held at her office.

It has drafted a law making it mandatory for the law enforcers to seek prior permission from the government for arresting a public servant before the charge sheet is accepted.
