Controlling use of plastic bottles

Plastic bottles are being thrown everywhere after use; on the roads, lakes or rivers without any concern about the environment. Plastic bottles are not biodegradable. They are toxic and harmful to the environment. If the government can make it mandatory that on the return of each bottle to the shop, a fee of a certain amount will be returned, then random throwing of plastic bottles could be stopped. These bottles can then be collected by the bottling companies for recycling. I believe a refund for each plastic bottle will be enough incentive for the people to save the environment.
