Pucca structures on leased land violating agreement
An influential man, who has taken out a lease on a land of Pabna Zila Parishad at Hajirhaat in Sadar upazila recently, is building a pucca market on the land, violating the agreement.
The zila parishad leased a 23-decimal land at the bazar beside Pabna-Sujanagar road to Rana Biswas, owner of Rana Properties Limited, on October this year on an annual renewal basis.
According to the agreement, the lessee is allowed to build makeshift structures, not concrete ones on the land, said AKM Masudur Rahman, chief executive officer of Pabna Zila Parishad.
During a recent visit to Hazirhaat, this correspondent found that the small traders, who were earlier using the land, have now occupied a portion of Pabna-Sujanagar road, causing trouble to vehicular movement as well as the passers-by.
Rana Biswas has laid the foundation of a three-storey structure to grab the land, local people and small traders said. They alleged that the chief executive officer of the zila parishad leased the valuable land to Biswas, taking bribe from him.
They also took out a procession at Hazirhaat yesterday and later submitted a memorandum to the administrator of the zila parishad demanding removal of the chief executive officer.
Refuting the allegation, Chief Executive Officer AKM Masudur Rahman said he has leased the land according to the rules of the zila parishad, but the lessee has started building a concrete structure, violating the rules.
When asked, Biswas claimed that he has started constructing a building on the land as per lease agreement. “I pay tax on the land to the government regularly,†he said.
Rejecting Biswas' claim, the chief executive officer said the zila parishad has already issued a notice to the lessee to remove the concrete structure.
“As the lease goes on an annual renewal basis, there is no scope to build any permanent structure on the zila parishad land. We will go for legal action if Biswas does not remove the concrete structure within the next seven days,†Rahman told this correspondent on Saturday.
Pabna Zila Parishad Administrator Md Saidul Haque Chunnu said he will take necessary steps after investigating the matter.
