Levy heavy fines on cigarettes
Smokers not only destroy their health but also those of innocent non-smokers, by forcing them to inhale in an environment of tobacco smoke. For this crime of deliberately harming the health of non-smokers, the best measure will be to impose excessively high excise duty on all 'biri' (local tobacco leaf rolled for smoking) and cigarettes.
Such a punitive duty should hopefully gradually decrease this addiction that harms both the smokers as well as the non-smokers.
