Seminar on Bangladesh's initial state party report on ICCPR held at EWU
East West University (EWU) Law Club organised a seminar titled 'A face-off worth remembering: The Consideration of Initial State Party Report of Bangladesh on the ICCPR' on the 30 November 2017 at the EWU campus, Dhaka. The key-note speaker of the seminar was Advocate Mr. Kawser Ahmed who worked as consultant for drafting the initial state party report of Bangladesh on the ICCPR.
In his speech Advocate Kawser said that the initial report was considered by the Human Rights Committee on 6 and 7 March of 2017. During consideration of the report, many contemporary issues relating to human rights situation in Bangladesh came up in the deliberation. Advocate Kawser also commented that "although state parties are required to submit their initial report on the implementation of the ICCPR within one year from the date of ratification/accession, Bangladesh submitted its initial report in June of 2015." Bangladesh acceded the ICCPR on 6 September 2000. Bangladesh took long 14 years to submit its initial state party report."
"The queries of the Human Rights Committee ranged over almost all the contemporary human rights issues and Bangladesh made replies to all of them. The Committee has received reports from civil society, NGOs, the national human rights commission and others. The Committee showed special concern with regard to early marriage, extrajudicial killings, enforced disappearances, torture and ill-treatment and requested the government to report back within one year," further added Advocate Kawser.
The programme was chaired by Professor Dr. Fakrul Alam, Pro-Vice Chancellor of East West University. In his concluding speech, he thanked the speaker for his insightful presentation and the organisers for arranging the seminar which is of great significance for all, specially for law students.
