Graft all the way
From getting approval for launching till distribution of certificates, private universities see transaction of "illegal money" at every stage, Transparency International Bangladesh (TIB) revealed today.
A section of officials of the ministries concerned, university grants commissions (UGC) and the universities are involved in the manipulation, the graft watchdog said while presenting the findings of a study on 'Challenges of good governance in private universities and its way out'.
TIB organised a programme at Brac Inn in the capital to launch the report.
A total of Tk 1 crore to Tk 3 crore are exchanged for getting approval for launching a new private university, according to the survey conducted on 22 private universities.
The survey found that a university needs to pay Tk 50,000 to Tk 2 lakh in bribe for the appointment of vice chancellors or pro-vice chancellors.
Meanwhile, a university has to pay between Tk 50,000 and Tk 1 lakh to inspectors after establishment of the university.
The report said TK 10,000 to Tk 50,000 is exchanged for dismissal of any objection from inspectors.
A bribe of Tk 10,000 to Tk 30,000 is needed for getting approval for a faculty while Tk 10,000 to Tk 20,000 for a department, the survey found.
The surveyors also learnt that the universities provide false certificate in exchange of Tk 30,000 to 3 lakh.
The anti-graft body also said the trusty boards of the most universities interfere in the decisions of the board of directors at most universities.
