The planning ministry is set to propose increasing the outlay for the annual development programme to Tk 109,200 crore for next fiscal year, which is 20 percent higher than the revised allocation of the current year.

The draft ADP outlay was finalised at a meeting yesterday with Planning Minister AHM Mustafa Kamal in the chair. The ADP outlay for fiscal 2016-17 will be proposed at the meeting of the National Economic Council on May 12.

“The ADP size may increase further at the NEC meeting as the demands of ministries and divisions are much higher,” said a planning ministry official, adding that the budget may go up by another Tk 3,000 crore to Tk 4,000 crore.

However, the proposed ADP size has been finalised in the light of the allocation by the finance ministry.

The ADP size for this fiscal year was Tk 97,000 crore initially but it was revised down to Tk 91,000 crore last month.

“It has become a practice of ministries and divisions to demand a bigger allocation before the announcement of the national budget,” said the official.

“Whatever amount they are given, they fail to use it, so in the revised budget they are cut down. Even the reduced amount is not fully implemented in the end.”

This fiscal year, the ministries and divisions may be able to spend Tk 70,000 crore at best given the previous trend.

Next fiscal year, the government’s own fund will be raised 11.90 percent to Tk 69,200 crore and foreign fund 37.17 percent to Tk 40,000 crore.

The local government division may get the highest allocation of Tk 17,485 crore, followed by power at Tk 12,540 crore, bridges Tk 9,207 crore, and railways ministry Tk 8,806 crore.
