International conference on Space Law organised by GUB
A conference on Space law titled "International Conference on Space law: Implication in Developing Countries" was organised by Green University of Bangladesh (GUB) on 16 August 2018. The conference mainly focused on the implication of International space law in developing countries.
Dr. Parvez Ahmed, Chairman of the Department of Law, GUB, in his welcome speech, gave an overview of the conference.
Mr. Mizanur Rahman Khan, Joint Editor, Daily Prothom Alo, shed light on the effort and involvement of people behind the successful launch of Bangabandhu Satellite 1. He also congratulated the Department of Law, GUB for taking the initiative. Thereafter, Professor Dr. Golam Ahmed Faruqui, Dean, Department of Law, GUB, emphasised the prospects and challenges of space business and space tourism opportunities in his speech.
Md. Aminul Hasan, Commissioner (SM), Bangladesh Telecommunication Regulatory Commission (BTRC), shared his experience and addressed the challenges behind the launching of Bangabandhu Satellite 1 that he encountered closely as the strategic advisor of the operation.
The keynote speaker Professor Dr. Stephan Hobe, Director of the Institute of Air and Space Law, University of Cologne, discussed the jurisprudential enigmas of the international Space treaties. He thoroughly discussed the provisions of the International space treaties and emphasised the importance of a more substantial and authoritarian set of laws to regulate the traffic and resources management of the outer space.
While Dr. Md Mohiuddin, Joint Secretary, Ministry of law and parliamentary affairs, acknowledged the importance of ratifying the Outer Space Treaty and shed light on Governments further plans to enact and modify the legislation in this regard, Dr. Md. Golam Samdani Fakir, Vice Chancellor, GUB, expressed specific concerns in respect of Space sector in Bangladesh including the lack of proper implementation of space laws.
The plenary session of the Conference comprised of some research papers presented by researchers namely, Mr. Shahadat Hossain, Mr. Arif Ahmed, Ms. Farjana Nipa, Ms. Maimuna Syed Ahmed, Md. Rakibul Islam, Md. Sefat Ullah and Mr. Hasan Al Zubayer Rony . The papers focused mainly on the lack of legal instruments in the domestic Jurisdiction and outdated infrastructure and technical shortcomings of the developing countries in the air and space technologies. Additionally, it discussed on Problems of Debris, Custom security and recommended some proposals regarding the alarming situation of aviation and space sectors.
The last part of the conference was Poster Presentation Session where the students of GUB presented posters addressing Outer Space Treaty, Space Launch and so on. The conference concluded by honoring each participant with a certificate.
