Divide country into self-sufficient dist. councils

If we want to establish a stable and strong government we should amend the constitution. We need to institutionalise (make neutral and independent) Election Commission, courts, police, army, public prosecutor, Board of Revenue, etc. The country should be divided into 20 district councils and all local matters should be handled by those district councils (these will be economically self-sufficient and easier to oversee). Bangladeshis will support such amendments to the constitution because this will guarantee security to everybody and provide equal economic and political opportunity to people. Most importantly, such constitutional amendment will create a stable and strong government. At this time, Prime Minister Sheikh Hasina is the only person who can do this.
