Police administration

Mr. Nurul Huda's incisive observations on police management (Oct:20) present the pragmatic realities of facts as practiced in Bangladesh. The prime goal is "non-accounting cash flow". This prime goal covers everyone in the hierarchy; except a few, too few; honourable people; who therefore become misfits in the highly efficiently managed and well developed "cash flow" system.
Given this management system; information flow within the police hierarchy; except for ornamental gala occasions; when ideal wise words are preached, but never taken seriously; is in real terms non-existent from top down! Only "cash flow" and its associated relevant information flows from bottom to top, or laterally as the situation demands.
Unfortunately, the current cleansing drive in the country has squeezed this "feast' to a "famine"!
To summerise, the sum and substance of police management has been based on the axiom: "For the cash flow; By the cash flow; Of the cash flow". Sounds democratic doesn't it? After all "cash and carry" modality of mass selling and "cash flow" management, both need to be democratic to a great extent to thrive! Hence all the anomalies; as pointed out by the writer.
After all our police is not for "Law and Order Arrangement" but for "Law and Order Enforcement"; the origin of "cash flow" is the king-pin of our police structure!
