PM's proposal for small govt needs clarification
The prime minister's proposal to the opposition on a possible "small cabinet" with representation from political parties as an interim arrangement for general election sounds expedient rather than pragmatic. The proposal in the shape it has come falls short on specifics.
Principally, if the incumbent prime minister is the head of the proposed interim arrangement, how is it going to be qualitatively different from a partisan government? But if the head of such a government is acceptable to all political parties, then the idea may be worth pursuing. But the onus is on the government to clarify as to whether a non-partisan person would head such a government.
Let us not forget that it was through the current PM's nationwide movement while her being in the opposition that the caretaker government system was installed through a constitutional amendment. And three free and fair elections were held under that system.
The aberrations, however took place took place only in 2007-08 when the caretaker government stayed beyond the three-month stipulation, taking advantage of a loophole in the original constitutional provision.
So, the issue at hand here is not doing away with the system but to seal all routes to aberrations that took place with the last caretaker government. Let's also take into consideration the fact that seizure of power through unconstitutional means has been declared punishable on grounds of treason in the 15th amendment to the constitution. So, there is already an underpinning against any unconstitutional takeover.
Therefore, what the ruling alliance should focus on is engaging the opposition to perfect the caretaker system in the light of the cumulative experience with suitable amendments as needed.
The justification for pursuing such a course comes from the High Court's observation that two general elections can be held under the caretaker system, if all parties agree. So there is an opening that should be utilised to restore the caretaker system in a fool-proof manner. To that end serious dialogue can be initiated by the government first at an informal level then in a formal setting.
