Begunbari and Nimtoli tragedy - both of the disasters were man-made. Unplanned urbanisation is the root cause of the disasters. What's the lesson that we get from the facts? Definitely decentralisation of Dhaka alongside industrial decentralisation.
Why all those industries are in the capital? In Begunbari, the poor people who lost their lives would not have to live in Dhaka, if they were able to earn a livelihood in their respective districts. As the villages lack employment opportunities, these poor people had to run to the capital ...in search of a living!
Again, in Nimtoli, the house owners are expanding the buildings as they are getting high house rent. If there were comfortable transport network, most of these people would prefer to commute to Dhaka regularly for their job purpose than to live in that clumsy way.
In India people prefer to commute to Calcutta, rather than paying higher accommodation cost, it is because they have a good transport network.
Now, it is our turn to take decision whether we should expand the city or improve the transport network. We don't want to face any more man-made disasters.
