Questionable mass promotion

This has reference to the letter tilted “Mass promotion or mass mess-up?” published on April 9.  Promotion of civil servants should be based on merit and performance. Under which criteria did the government promote so many officers to higher ranks? This mass promotion of bureaucrats probably took place for gaining their support in favour of the current government.
