Awami League today congratulated the Election Commission for holding a “wonderful, free and fair national election”.

An Awami League delegation led by Prime Minister Sheikh Hasina’s Advisor HT Imam also conveyed a message to the Chief Election Commissioner KM Nurul Huda saying that people will have more confidence on the EC after the national election held on December 30.

“We came to the commission to felicitate them on completing a wonderful election,” HT Imam told reporters after holding a meeting with the CEC at Nirbachan Bhaban in Dhaka’s Agargaon.

"No other elections of the past were so disciplined and well coordinated and the EC performed its constitutional duties wonderfully," he said.

“People will have more confidence on the EC now. The way we are getting recognition from aboard after the election, which has made us proud,” he added.

When his attention was drawn on Jatiya Oikyafront and BNP’s demand of fresh election under neutral government, HT Imam said, “New election is not possible. Demand of caretaker government is an old one. So discussion on that issue will not be fruitful.”

The EC certainly will take necessary steps if there have been any irregularities during election, he further said.

BNP leaders elected in the 11th parliamentary polls will not take oath as they have already rejected the results, alleging various irregularities including ballot stuffing and ouster of opposition polling agents from voting centres.

The party rather demands a re-election under a non-partisan interim administration, saying it has been proved that a free and fair election is not possible under a partisan government.

The BNP took the decisions in principle at a meeting of its standing committee at the party chairperson's Gulshan office, a day after the polls saw it win five seats while its ally Gonoforum two.

Replying to a query whether the lawmakers-elect from the BNP will take oath, party's General Secretary Mirza Fakhrul Islam Alamgir said, “We have rejected the polls results. We will also continue our legal battle and action programmes.”

Fakhrul, who secured Bogura-6 constituency, said this election proved that a credible election is not possible under any partisan government.

“The government using state machinery conducted such a farcical election that I think it is the most stigmatised election in the country ever,” he said at a press conference after the standing committee meeting. 

He also alleged that most of the new voters were denied their right to vote on Sunday.

In a press statement, Gonoforum chief Dr Kamal Hossain said all the opposition candidates, including those of Jatiya Oikyafront, will submit memorandum to the Election Commission on Thursday demanding fresh polls.

They will also announce their next course of programme on that day.

“Countrymen witnessed and perceived it well how a farcical drama was staged in the name of election on December 30,” read the statement. 

“Under the leadership of Prime Minister Sheikh Hasina, the Awami League and its loyal Election Commission have shown the world how to destroy the election system of an independent and sovereign country.”

Dr Kamal said though the polls results show the ruling Awami League is the winner, actually 17 crore people of Bangladesh have lost. “Through it our much expected democracy has been buried.”

'MOST BIASED PERSON'

Terming Chief Election Commissioner KM Nurul Huda the most biased person, Fakhrul said, “He [Huda] is a partisan person and his activities were questioned .... his view reflects the government's. He represents the government.”

At a post-election press conference yesterday, CEC Huda ruled out the opposition demand for a fresh election scrapping Sunday's parliamentary polls.

Fakhrul came down heavily on the CEC also for his comment that what can he do if BNP's agents do not come to the polling centres.

“This government using the state machinery barred our polling agents from going to polling centres. In my constituency, there were 100 percent presence of our polling agents but they were driven out.”

He said the party is now collecting all the evidence of vote rigging and then “we will move forward after talking with alliance partners”.

Alleging that “election engineering” was planned days ahead of the polls, he said its implementation began on December 29, the day before the election.

“Many now question why we participated in the election even after arrest of and attacks on the opposition leaders and activists,” Fakhrul said.

Explaining his party's position, he said, “We want to say clearly that we are a democratic political party and believe in transfer of power through peaceful election. We participated in the election to have democracy restored.”

Alleging that ruling party activists launched attacks on the opposition men after the election, Fakhrul said, “After the election, houses of opposition leaders and activists were attacked and set on fire.”

He claimed that since the announcement of election schedule, more than 21,000 opposition leaders and activists were arrested.

Chief Election Commi-ssioner (CEC) KM Nurul Huda yesterday said the December 30 national election was recognised as successful by world leaders. 

“No country or international organisation made any negative comment over the polls. It is our victory,” CEC claimed in a post polls views-exchange meeting with the commission's top officials at the EC secretariat in Dhaka.

The CEC also praised EC officials including Secretary Helal Uddin Ahmed for his role in holding the 11th parliamentary election.

“The message that Bangladesh held a free and fair election has reached every nook and corner of the world and no one has rejected the polls,” CEC claimed.

During the meeting, CEC also called upon all the officials of the commission to prepare for the upcoming upazila election.

BNP candidate Abdus Sattar Bhuiyan has been elected in Brahmanbaria-2 following yesterday's re-polling in three centres of the constituency.

Sattar bagged 1,274 votes yesterday and won with a total of 83,997 votes.

His closest rival Moyeen Uddin, an independent, bagged a total of 75,419.

Sattar had already been leading the polls with 82,723 votes, said Election Commission officials.

The number of constituents under the centres was 10,572. Only 4,300 voted yesterday, said Returning Officer Hayat-Ud-Dwollah Khan as he announced the unofficial result.

There were a total 132 polling centres in Brahmanbaria-2.

Voting was suspended in three centres during the December 30 election due to violence. The centres are Jatrapur Government Primary School, Bahadurpur Government Primary School and Sohagpur Dakkhin Government Primary School.

Including this, eight lawmakers have been elected from the BNP-led Jatiya Oikyafront. The Awami League-led alliance won 288 seats.

Chief Election Commissioner KM Nurul Huda yesterday rejected the Transparency International Bangladesh report on irregularities in the 11th parliamentary polls, terming the report “baseless”.

Besides the CEC, two ministers criticised the report. 

Awami League General Secretary Obaidul Quader, also road transport and bridges minister, called the TIB report a “fairy tale”.

Information Minister Hasan Mahmud said the TIB report was a “deliberate falsehood” and it echoed the speech of opposition alliance -- Jatiya Oikyafront -- regarding the December 30 polls.    

On Tuesday, the TIB in its study titled “Review of Election Process of 11th National Election” said irregularities took place in 47 out of the 50 constituencies it surveyed. 

It termed the polls “partially participatory, non-competitive, questionable and faulty" and demanded a judicial inquiry into the reported irregularities.

The anti-graft watchdog said ballot papers stamping took place the night before the election in 33 constituencies, stamping ballots openly after occupying booths in 30 seats on the election day and non-availability of ballot papers in 22 constituencies.

The TIB study found ballot boxes filled-up before polling even began in 20 constituencies; voters forced to cast ballots for a particular symbol in 26 constituencies, casting of fake votes in 41 seats, silence of the administration and law enforcing agencies in 42 seats and obstructing and driving out polling agents in 29 seats.

In the 50 constituencies, not all the polling centres necessarily saw the anomalies. Irregularities happened in one or more centres of a seat, the watchdog said.

'IT IS BASELESS'

“We are completely rejecting the TIB report on the election. It is baseless,” the CEC told reporters after an orientation programme of the newly appointed Election Commission officials at the Nirbachon Bhaban in the capital yesterday.

The CEC said there was no similarity of the TIB report with those published in newspapers and accounts of other observers on the voting day.

Information provided by the election enquiry committees, executive magistrates and EC officials and others on the polls also do not match the TIB findings, he said.

The CEC also slammed the TIB's allegation that the EC failed to act neutrally and the role of some polling officers and law enforcement agencies were biased, saying, “The speech is disrespectful ... They should not speak like that.”

He said the commission would not take any step against TIB over its report.

'FAIRY TALE'

“The TIB has come up with the fairy tale long after the election,” Quader told journalists after an extended meeting of Dhaka South City unit Jubo League at AL's central office on the Bangabandhu Avenue.

“The TIB has cooked up so many imaginary and unbelievable stories. The countrymen will give a reply to the report.”

He termed the December 30 election transparent and excellent.

“Did any agent of BNP and Oikyafront candidates make any objection about the transparency of the election on the voting day?” Quader questioned.   

HASAN BINS REPORT

In another development, Information Minister Hasan Mahmud said, “There is no difference between the TIB    report and the speech of the Oikyafront. In fact, the TIB just published a report in favour of BNP and Jamaat-Shibir.”

He was addressing a press conference in his Dewanji Pukur Par lane house in the port city yesterday, reports a staff correspondent in Chattogram.

The minister added that though the TIB usually claimed that its reports were based on research findings. But in fact, no proper research was actually done.
