Father files naraji petition against CID charge sheet

Father of the slain Kamrul Islam Momin yesterday filed a naraji (no-confidence) petition against the charge sheet submitted earlier dropping name of suspended Officer-in-Charge (OC) AKM Rafiqul Islam of Motijheel Police Station.Momin, 18, and student of Dhaka Commerce College, was killed by a gang of miscreants in front of his Kafrul residence when he was going to his college at about 9:15am on September 13, 2005. Metropolitan Magistrate Towfiqul Alam fixed today for hearing on the naraji petition after Momin's father Abdur Razzak filed it for further investigation into the murder. Criminal Investigation Department (CID) on May 13 pressed charges against seven people dropping the names of OC Rafiq and 17 others from the charge sheet in the Momin murder case. In his petition, Razzak mentioned that he had a feud over land with the prime accused Rafiqul Islam and as per his direction, his (Rafiq) hooligans killed Momin. But the investigation officer (IO) submitted the charge sheet dropping Rafiq's name. So, he prayed for further investigation into the matter by another agency, Razzak added. CID ASP Kazi Abdus Sabur, also the investigation officer (IO) of the case, submitted the charge sheet to the court of Chief Metropolitan Magistrate (CMM), Dhaka showing 24 people as prosecution witnesses. The chargesheeted accused are Hasibul Haq Jony, Tareq alias Zia, Babu alias 'Thotkata' Babu, Shakhawat Hossain Jewel, Zafar, Monir Howlader and Habibur Rahman. Of them, Monir and Habib are still at large while the rest are now in jail. Names of OC Rafiq and 17 others were dropped from the charge sheet as their involvement with the murder was not found during the investigation of the case, the IO said. Moreover, Jony had given a confessional statement saying that he along with six others was involved with the killing, he added. Momin's father Abdur Razzak filed a murder case with Kafrul Police Station accusing OC Rafiq and 25 others on September 13 in 2005. OC Rafiq was sent to jail on October 16, 2005 as he surrendered to a Dhaka court seeking ad interim bail in connection with the killing. Since then, OC Rafiq has been in jail custody.
