"The report should be made public," Justice Joynul Abedin, a High Court (HC) judge, told Channel i, a private television channel, yesterday.

The report had hints about people who were involved in the grisly attack, he said, while talking about his report two years after the grenade attack that killed 23 people and maimed and injured 300 others.

Justice Joynul regretted that most of the commission's 25 recommendations had not been implemented. "The country would have undoubtedly benefited if the recommendations were implemented. I think most of the recommendations have not been taken into cognisance," he added.

He said the government intelligence agencies failed to play their expected role during the attack and said he recommended appointing a minister-ranked officer for coordination among the agencies.

The government formed the commission on August 22, 2004. During its 40-day inquiry, the commission recorded statements of 275 people including the injured, AL leaders and activists, doctors at the hospitals, explosives experts, journalists and security men.

In the 162-page report submitted to home secretary on October 2, 2004, the commission hinted that foreign enemies along with local criminals might have conducted the gruesome act.

The two major political parties should work for national interests, brushing aside all differences so that the local and foreign enemies cannot create anarchy in the country, Justice Joynul told reporters after submitting the report.
