Tk 108 cr DU budget to be placed tomorrow

Amid allegations of financial anomalies, the Dhaka University (DU) is going to place its annual budget of Tk 108.13 crore for 2005-06 fiscal tomorrow.However, the tuition and admission fees have not been raised in the proposed budget which will be placed at the Senate meeting, with Vice Chancellor Prof SMA Faiz in the chair. Official sources said over Tk one crore was collected from the students by the departments and the hall authorities but the amount was not shown in the revised budget of 2004-05. Also, the authorities had given Tk 63,000 to the deans of different faculties in fuel expenses and Tk 800 to each teacher as telephone allowance per month, but no allocations for this purpose were given in the revised budget. Although the Syndicate had approved the expenditures for the teachers, the high-ups of the government, including the finance minister, have expressed dissatisfaction over it, the sources said. They also pointed out anomalies in the budget of Tk 1.13 crore for the 42nd convocation of the university held in December last year. When contacted, Treasurer Prof Syed Rashidul Hasan said they do not have any estimate of the money collected by the departments and halls as the authorities concerned did not inform them about it. "We have already formed a mobile audit team to collect detailed information about the money. The team will find out the amount of money collected from the students," he added. In the proposed budget for 2005-06 fiscal, 68 percent of the total budget has been allocated for salary and allowance of the teachers and other staffs while 13 percent for the academic sector, 11.92 percent for general activities and others sectors and 11.10 percent for pension. Last year, the DU authorities allocated Tk 18 crore for the academic sector, but this year they have proposed an allocation of Tk 13.5 crore. But the treasurer said Tk five crore was later added to the last year's allocation. "In fact, the allocation for the academic sector has been raised this year," he added. He also said the tuition and admission fees have not been raised in the proposed budget. Of the total expenditure, the University Grants Commission (UGC) will provide Tk 97.88 crore while the university is likely to earn over Tk 10 crore from its own sources, Prof Hasan said.
