Scarcity of livestock feed

I refer to the recent news item on scarcity of livestock feed in the country. In 1992, I was appointed by the United Nations a consultant to prepare a study on "The Possibility of Producing Forage Crops and Fodder Trees and use of Non-Conventional Feed Items leading to self-sufficiency in Animal Feed". The report was submitted to the Livestock Directorate in November 1992. Earlier, other International Agencies commissioned some related studies. It would appear from the recent news that the government did not take cognizance of the reportsÊand none of those were implemented. What a sad waste!
