Election campaign

A few days back as I was coming from Gulshan towards Karwan Bazar, there was a huge traffic jam. It started from Tejgaon and extended towards Moghbazar. As I enquired, the locals told me, "A BNP candidate is running a campaign for the forthcoming election". My point is why should someone , who is introducing himself as a future representative of the public, create such a mess on the road through his meeting?
