'Bring back sanity in electoral system'


Speakers at a discussion yesterday called for bringing back sanity in the country's electoral process.

They said obstructions of different natures prevent the voters from participation in the polls resulting denial to franchise.

The discussion on the existing electoral process was organised by Brotee, a centre for people's participation, at the IDB Bhaban in the city.

Sharmin Murshid, a sociologist, presented her research findings on 'Union Parishad Elections-2003: Lessons for the Future' at the discussion.

She made centre-based observation in twelve districts of Joypurhat, Jhalokathi, Borguna, Bhola, Barisal, Nouga, Bogra, Dinajpur, Khagrachhari, Patuakhali, Pirojpur and Faridpur during the UP elections.

"Violence, manipulation, administrative irregularities and breach of the code of conduct are the main characteristics of our electoral process," Sharmin said in her presentation.

She maintained that violence and irregularities are found to be linked to major political parties.

While commenting on the findings, Atiur Rahman, an eminent economist, said democracy is not a one-day affair, it's a complete package of constant practice.

Suggesting people's mobilisation to bring about any fundamental changes in electoral process, Saifuddin Ahmed Manik, a Gonoforum leader, held responsible politicians of major parties for all kinds of irregularities in the election process.

Mujibul Huq, former cabinet secretary, said decentralisation of concentrated central executive power is necessary to bring down political manipulation of the electoral process.

"Political parties rear hooligans to use them in election", said G M Kader, MP.

Presided over by Professor Rehman Sobhan, the discussion was also participated by Faruq Khan, MP, and several NGO representatives.
