Budget proposal misunderstood

Says Muhith on money-whitening

Finance Minister AMA Muhith yesterday said the black money holders will in no way be asked any question about the source of money they would invest under the amnesty proposed in the new budget.

"If we ask question about the source of money, the purpose of the amnesty will not be successful," he told reporters in response to a question whether criminal investigations would be launched against the black money holders later on if they show the hidden money.

There is a misunderstanding that the money would be whitened in the last year of the three-year amnesty, Muhith said. He made it clear that black money should come in the first year of the amnesty period as the expected huge money cannot be invested in a single year.

The minister was talking to the reporters after meeting with visiting International Finance Corporation (IFC) Director Pierre Guislain at the Economic Relations Division when they discussed how the IFC could help Bangladesh improve the investment climate following the major budgetary measures.

There is widespread apprehension among cross-sections of society lest there should be investigation into the source of money of the investors once they are identified as black money holders.

A senior lawyer who is now in government told UNB, "It would be clear after issuance of the SRO in this regard."

The minister made it clear that they would submit investment proposal with expected employment creation in the first year while the government would examine after the three years whether the investors fulfilled the employment target. Then they would get the chance of getting their money whitened.

Replying to another question, Muhith said it is still premature to say whether the budgetary measures would be changed. Discussion on the budget in the parliament will start today and the changes, if required, would be decided after completion of the discussion.

Turning to IFC meeting, Muhith said they discussed how better Bangladesh could operationalise its institutions to improve the country's investment climate for facilitating the special economic zone and public-private partnership.

Does the govt. know who has how much black money? If the whole of black money is not invested, what action govt. would take?

Such a policy will only encourage criminals and corrupt people to increase their activities. I can't understand basis of this policy.

    Thanks for such wonderful clarifications on the whiting undeclared money .Definitely we expect the available huge amount of black money to be whitened under amnesty and would definitely be used to any benevolent work, income generation, Employment opportunities, business establishment, various investments forums , stock exchange, and philanthropic and social development organizations.

    That will definitely bring some positive development in the society and also be helpful to many people.

    But, as we know, last two years, the military backed caretaker government, politicians, business men , and many criminal , bureaucrats , traders unions were under constant threats and many of such people were absconding or sitting idle.

    Therefore, how the government is determining the possible range of undeclared money while the country was under the CG,

    However, Government should allow a certain amount to be whitened with 10% without any question and above such amount must be rectified with some clarifications, otherwise corruptions would never be curtailed and the trend would increase. Moreover allowing use these money in apartments buying, land purchases would only allow these people to become richer and richer sequel to these land , apartment could would further jump on beyond the reach of many honest people.

    The money can also be allowed to whiting on condition to use these money for and industrial or social development purposes in less developed areas as an incentives.

    The Finance Minister is a very experienced and versatile in dealing with various public, social, economical activities as very eminent civil servant and we expect that he should play very critical and pragmatic roles in deducing have and have not gaps very prudently, so the ratio of the gaps between rich and poor would come down and , equal opportunities for all to be ensured .

    Even sometimes, I think, how the leases owners sell the land to the developers with huge profits while the lease of the lands are given for certain periods.
