PM gives 21-point directives to DCs
Prime Minister Sheikh Hasina has urged the deputy commissioners (DCs) to be innovative and prompt in implementing development policies and programmes.
"You should not be engaged only in routine activities. You will have to come out of old bureaucratic mentality and adopt new ways and strategies of work for the welfare of the people in your areas," she said at the inaugural session of the three-day DC Conference that began at the Prime Minister's Office yesterday.
"You will have to work not only as a government official but also as a patriotic citizen," the PM said, adding that her government's main objective is to make the nation hunger and poverty-free by 2041 and the DCs must work more to realise this vision.
Hasina then went on to issue a set of 21 directives and asked the DCs to implement those without fear.
Stern actions against human and drug trafficking, militancy and extremism, woman and child repression, dowry, eve-teasing, and child marriage topped the list.
She asked the DCs to carry out mass awareness campaigns against food adulteration, and for environment protection and conservation of water bodies.
The DCs, who are at the helms of overall district administrations, were instructed to take up special programmes for the welfare of the physically challenged and people with special needs.
Special attention should be given to increase the literacy rate of women, reduce dropout rates and bring the dropouts back to schools, she said.
All necessary measures have to be taken to ensure uninterrupted supply of fertilisers, seeds, electricity and fuel for farmers, the premier told the DCs.
"Any attempt to create artificial crisis in the market should be dealt with strong hands."
The DCs should work with the public representatives at the grassroots to establish good governance and to promote the use of ICT. They will also have to stay alert to protect the government land, and ensure efficiency and transparency in land management, she continued.
The PM asked the top district and divisional officials to strictly follow and execute the National Women Development Policy 2011.
While seeking any service, the people must not face any harassment, she said.
Hasina thanked the DCs for their role in containing vandalism and anarchy "by some political parties" at the beginning of this year and last year. "You must be alert to check recurrence of such incidents."
Rangpur Divisional Commissioner Delwar Bakth, Kushtia DC Syed Belal Hossain, Panchgarh DC M Salauddin and Narayanganj DC Anisur Rahman Miah received "Digital Service Award" from the PM for their outstanding contribution in promoting digital services in their areas.
Cabinet Secretary M Musharraf Hossain Bhuiyan gave the welcome speech while Divisional Commissioner M Abdullah of Chittagong, Satkhira DC Nazmul Ahsan, Habiganj DC Sabina Alam and Lalmonirhat DC Habibur Rahman spoke at the inaugural session.
Later, the prime minister had a closed-door meeting with the top field-level officials, listened to their problems and complaints, and gave some more guidelines.
