Explain process of dealing complaint, HC to NHRC
The High Court today asked the National Human Rights Commission to explain in two weeks under what authority and how it disposes of the allegation of human rights violation.
Issuing a rule, the court asked the NHRC to show how to register a complaint of human rights violation.
The court ordered the commission to explain under what authority it had kept a complaint of Mozammel Haque, a dismissed official of Fire Service and Civil Defence (FSCD), pending.
The HC bench of Justice M Moazzem Husain and Justice Md Badruzzaman issued the rule after hearing a petition filed by Mozzamal.
On February 26, 2012, Mozammel complained to the NHRC against the FSCD authorities, praying to the commission to investigate the allegations and take necessary steps. But the NHRC chairman disposed of the complaint asking the director general of FSCD to take necessary steps about the allegations, which is illegal and malafide, he said.
In a writ petition to the High Court on June 17, 2013, he stated that the NHRC has failed to properly consider a complaint that he lodged over violation of his rights.
He said the FSCD authorities tortured and harassed him because he had protested the corruption of the organisation.
The petitioner also claimed that the NHRC on May 29, 2013, sent a letter to the information commission, saying “he (Mozammel) is a habitual offender”, which was arbitrary and unlawful.
