PM issues 19-point directive to DCs
Prime Minister Sheikh Hasina yesterday issued a 19-point directive on the deputy commissioners (DCs) of the country while inaugurating a four-day annual DC conference at the International Conference Centre of the Prime Minister's Office in Dhaka.
The directives are discharging duties more carefully and strictly in maintaining peace, law and order and stability by eliminating militancy, terrorism and communalism; giving attention so that people are not harassed and deprived while receiving government services; making efforts to get rid of social menaces, misuse of drugs, dowry, stalking and early marriage; taking special measures for the welfare of the disabled, autistic and disadvantageous community; alleviating poverty through rural infrastructure development, promoting potential local small and medium-size industries and generating employment.
They will have to give leadership in developing and flourishing of information and communication technology to reach the services to the people's doorsteps; take initiatives to raise rate of women education, cut the rate of leaving schools and bring back the dropouts; keep a watchful eye for increasing transparency and efficiency in land administration and manage as well as protecting the government lands; take measures to make uninterrupted supply of fertilisers, seeds, electricity and fuel for boosting agriculture production and to take initiatives to popularise the environment-friendly agriculture management.
Other directives are creating massive mass awareness about checking marketing of adulterated foods and containing such type of acts; raising mass awareness about protecting environment and ensuring proper enforcement of the laws and rules related to the environment; taking timely steps according to the Disaster Management Law, 2012 and directives relating to it meaning the Standing Orders on Disaster, 2010 in mitigating natural disaster; making effective the village courts; taking steps to ensure peace in industrial belts, making uninterrupted the transportation of goods and export-import as well as eliminating extortion, tender manipulation, muscle power and terrorism.
They will have to give the consumer rights an institutional shape and curb any ill efforts to create artificial crises in the market; follow and execute the Women Development Policy, 2011 strictly and ensure proper legal action to stop violence, repression and disparity against women as well as woman and child trafficking; ensure a scope for education, sports, entertainment and creative cultural activities for the children and juveniles for flourishing their physical and mental growth, and have to work on encouraging children and juveniles in learning history, knowledge and science.
Stopping drug trade and trafficking as well as their misuse; preserving the geo-natural characteristics, forests, rivers and water-bodies, animal resources and hills of the Chittagong Hill Districts side by side with accelerating the development of the region; extending all out cooperation for promoting the tourism industry, small and medium-size industries as well as traditional cottage industries are also among the directives.
