Law with newer dimensions needed to fight terrorism: Experts

The country needs a law with newer dimensions to fight terrorism more effectively as the menace has strong global connection and should be uprooted in commensuration with the international strategy of 'war against terrorism', experts said.Official sources said a proposed law, which was formulated in 2005, has been awaiting for nod from the law ministry with proposals for amendments from the experts. The legal experts who put in amendments preferred to call the proposed law as 'Counter Terrorism Act-2005' instead of 'Anti-Terrorism Act-2005' because the word 'counter' is more forceful, active and expresses commitment of the authority. Experts have suggested that any attack on important public establishments such as radio stations and satellite installations and places or areas used for the purpose of public transportation like bus and train stations should be included as acts of terrorism in the law. They said that there should be specific mention of the period for trial, if necessary, and the time for investigation should be 15 days instead of 30 days. They also suggested that the total period for remand of suspected persons under the law might be extended up to 45 days instead of 15 days. The experts suggested establishing at least one anti-terrorism special tribunal in each divisional headquarters and fixing the time limit for disposal of cases should be 90 days instead of six months. The experts said cyber terrorism should be a subject of anti-terrorism act like computer hacking. This is a new form of act of terrorism across the world, creating disorder in the high tech instrument as well as malfunctioning of computer system or any other communication system.
