Roadmap for polls

The roadmap for polls announced by the Election Commission (EC) has confused me. They need time from June to August for "Software development". Why? So far I know the Bangladesh Army has already evolved a voter ID system and that was used in the Sreepur Pilot Project to register and issue ID cards to the citizens. And I recall the EC claimed that it was successful. Moreover, the project was finished by June as the EC had expected. If the pilot project ran successfully using the system they already have, then why does the EC need time from June to August for "Software development" as shown for the voter list preparation in the roadmap? It will not only waste time but also national resources.
